You may be able to claim some compensation or a ‘good will’ payment from your provider by way of an apology for their failure. Contact your Green Deal Provider and obtain an address for their customer services, and write giving clear details of your case - such as what happened, when, and why you are complaining. You should make it clear that you are extremely annoyed by the conduct of the engineer, and that you hold your Green Deal Provider responsible.
