Based on resolver’s experience to date, you should not need to pay any additional charges for an off peak ticket unless you wish to change the date, time or class of travel and there is a discrepancy in the price. If the time you wish to change to is in the same allotted time bracket as your original ticket, there should be no additional charge. If you are asked to pay an additional charge and are there is no reasonable explanation, you should refuse to pay the additional fee. If you are forced to pay the additional fee then you should make it clear that you are doing so 'under protest' and you should ask for a refund of the additional charge.
